The rocker played a show in China on Wednesday night to a crowd who mostly didn't know who he was, just days after artist and activist Ai Weiwei was arrested for alleged "economic crimes." Dylan's set list had to be approved by the Ministry of Culture, and a few of his most popular songs, including "The Times They Are a-Changin'," were not played, the Los Angeles Times reported. "Foreign acts coming into China are watched much more closely than native Chinese bands," said Nevin Domer, booking manager at D-22, a mecca for student rock in Beijing.

Paul Ryan

The Wisconsin congressman is speaking out about his ideas to fix the budget. Ryan, who is the House Republican Budget Committee chairman, tells Time magazine, "This is an actual budget that sets spending levels in all the budget categories for government for the 10-year window and then it gives the [Congressional Budget Office] the ability to carry its numbers out on a trajectory to see what it does." Fareed Zakaria writes that he applauds Ryan's budget proposal because "it is a serious effort to tackle entitlement programs, even though any discussion of cuts in these programs — which are inevitable and unavoidable — could be political suicide. If Democrats don't like his budget ideas, they should propose their own."

Carl Jackson

The 64-year-old Augusta, Georgia, native is caddying his 50th Masters this week. He told Golf.com some of his favorite stories of the tournament at Augusta National, recounting when the exclusive club started allowing personal caddies for the golfers rather than the locals and how Ben Crenshaw thought it was beneficial to keep a local caddy to help him navigate the course. Jackson was Crenshaw's caddy when he won his first Masters in 1984.
